These Terms of Use govern access to and use of the NPSIP Innovation Hub, including registration, submission, screening, evaluation, communication, document access, dashboards, and related online services.
By creating an account, accessing restricted content, submitting an application, or acting as an evaluator or authorised official, the user confirms that they have read, understood, and agreed to these Terms, the Privacy Policy, the applicable NPSIP eligibility and submission requirements, and any role-specific declarations displayed on the portal.
The Innovation Hub is operated by the PPMC R&D Secretariat for the National Power Sector Innovation Program. It enables eligible users to submit Open Ideas under Stream I and Proven Innovations under Stream II, and supports administrative screening, technical evaluation, programme governance, communication, recognition, and reporting.
Registration or submission does not create a right to funding, procurement, employment, partnership, pilot deployment, intellectual-property acquisition, award, recognition, or endorsement by PPMC, the Ministry of Energy, the Prime Minister's Youth Programme, or the Government of Pakistan.
Each applicant must:
PPMC is not responsible for incomplete submissions, unsupported file formats, failed uploads caused by the user's device or connectivity, or late submissions except where PPMC formally confirms a system-wide portal failure and announces an alternative process.
Users must not submit false, misleading, fabricated, plagiarised, manipulated, or materially incomplete information. Quantitative results, costs, deployment claims, approvals, awards, publications, photographs, testimonials, and impact evidence must be capable of verification.
PPMC may request clarification or verification, contact named institutions or referees through authorised channels, compare a submission with prior cycles or external records, and disqualify or reconsider a submission where material misrepresentation is identified.
Applicants should disclose only information necessary for evaluation and should clearly mark genuinely confidential or proprietary material. Marking information as confidential does not prevent access by authorised evaluators, officials, technology providers, auditors, or competent authorities where necessary for the programme.
Applicants must not upload classified information, restricted government data, personal data they are not authorised to share, national-security-sensitive details, live credentials, security vulnerabilities that could create immediate risk, or information prohibited by law or official policy.
Stage 1 is an administrative quality-control process rather than a substantive merit evaluation. Submissions are assessed against the applicable baseline criteria, including sector relevance, problem-solution coherence, contextual feasibility, non-duplication, and documentation completeness.
A submission must satisfy all mandatory Stage 1 requirements to proceed. Borderline cases may be referred for lead review or passed to technical evaluation where expert assessment would add value. A failure decision may identify the relevant criterion and may permit resubmission in a later cycle, subject to the published rules.
Submission, passing Stage 1, receiving a particular evaluator score, appearing on a provisional ranking, or participating in a presentation does not guarantee recognition, funding, pilot adoption, procurement, publication, or any other benefit.
Recognition categories, thresholds, quotas, themes, deadlines, panel composition, and programme benefits may be changed, suspended, or withdrawn by the competent authority before final decision, subject to applicable approvals and fair administration.
PPMC may communicate through the registered email address, portal notifications, dashboard messages, telephone number, or official public notices. Users are responsible for monitoring these channels and responding within stated deadlines.
A clarification request allows the user to address a specified issue; it does not permit unrestricted replacement or redesign of the submission unless expressly authorised.

Applicants may use lawful digital or AI tools to support drafting, analysis, translation, formatting, or ideation unless the relevant cycle rules prohibit or restrict such use. The applicant remains fully responsible for accuracy, originality, evidence, permissions, confidentiality, and all claims in the final submission.
Users must not upload protected, classified, proprietary, personal, or confidential information into external AI services without authority. PPMC may require disclosure of material AI-generated content or verification of technical claims where necessary.
PPMC may maintain, modify, suspend, restrict, or discontinue all or part of the portal for security, maintenance, policy, operational, legal, or programme reasons. PPMC will make reasonable efforts to communicate material planned disruptions but does not guarantee uninterrupted or error-free availability.
Portal forms, validation rules, themes, evaluation criteria, and deadlines may be updated between cycles. The requirements displayed for the active cycle govern that submission.
PPMC may suspend access, remove content, reject or disqualify a submission, or terminate an account where:
PPMC may preserve relevant records and logs for investigation, audit, legal process, and accountability even after access is terminated.
Unless the published cycle rules provide a formal appeal mechanism, technical merit scores and recognition decisions are not subject to appeal merely because an applicant disagrees with professional judgement. Applicants may submit a procedural complaint concerning eligibility administration, conflict of interest, misconduct, calculation error, unauthorised disclosure, or failure to apply the approved process.
Complaints must be submitted to [insert designated complaints email] within [insert approved number] working days of notification and must identify the submission reference, issue, and supporting evidence. PPMC may dismiss repetitive, abusive, unsupported, or out-of-time complaints.
Personal information and submission records are handled under the NPSIP Innovation Hub Privacy Policy, NPSIP governance instruments, authorised PPMC procedures, applicable laws of Pakistan, and Government of Pakistan records requirements.
The portal may use or link to third-party email, hosting, identity, video, document, or analytics services. Separate third-party terms may apply. PPMC does not endorse or control unrelated external content and is not responsible for a third party's independent acts or services.
The portal and programme information are provided for NPSIP administration. PPMC does not warrant that use of the portal will produce a particular outcome, that technical feedback constitutes professional consultancy, or that recognition confirms commercial viability, regulatory approval, safety, procurement eligibility, investment suitability, or freedom to operate.
Applicants remain responsible for independent legal, regulatory, technical, safety, financial, environmental, procurement, and intellectual-property due diligence.
To the extent permitted by applicable law, PPMC and authorised programme bodies will not be liable for indirect, consequential, reputational, commercial, opportunity, or data-loss damages arising from use of the portal, non-selection, portal interruption, applicant error, third-party services, or reliance on evaluation feedback.
Nothing in these Terms excludes liability that cannot lawfully be excluded, nor does it limit obligations arising from proven wilful misconduct, fraud, or other liability imposed by applicable law.
Subject to applicable law and the user's legal capacity, a user may be required to indemnify PPMC against claims arising from unauthorised submission, infringement of third-party rights, unlawful content, misrepresentation, or misuse of the portal.
These Terms are governed by the laws of the Islamic Republic of Pakistan. Subject to any mandatory governmental dispute-resolution or administrative procedure, disputes will be subject to the jurisdiction of the competent courts at Islamabad, Pakistan.
PPMC may update these Terms to reflect programme, legal, security, technology, or governance changes. The current version and effective date will be displayed on the portal. Continued use after the effective date constitutes acceptance, except where fresh express acceptance is required.
